Outlook.com mail  Won't except correct password and settings for my Rice.edu account (Windows 8.1 phone)

 The phone complains about the account settings, then when I enter the password to get into the account, it doesn't accept it, and asked for it again and again.  I am able to logon the computer FossMail with the password, I double checked the settings for the account 1 item at a time and both are the same. I am able to log in Web Mail using the same password.  I tried deleting the account and re-creating it, but that to does the same thing.  I noticed on the Windows 10 phone a Microsoft tech must have created Rice2 account and got it to work on that phone for a while, now getting error 0x80072af9 can't connect to the server.  The Windows 10 phone did download new email, even though I received that error message above.

Now neither phone can be used for my Rice email account, it fails for both. The Windows 10 phone failed before and it appears it was fixed remotely, since I noticed there was a Rice 2 the next day.  Now it fails again for the  same reason before when I tried setting it up.  I have no problem with sbcglobal or gmail accounts.  On the Windows 8.1 phone there is a mail app for each account, the phone started failing after I linked the inboxes.  The Windows 10 phone it's Outlook.com mail client.  The other 2 email accounts works great on the Windows 10 phone too.

the mobile devices that has the problem. the 2 computers doesn't have the problem.

I tried again to set the account up on the Windows 8.1 phone, it complains about the settings, but doesn't allow access with out the password, if I'm not quick to get to the settings, it request the password again.    If only the system wouldn't keep asking for the password and let me get to the settings, but when I do get to them, the settings are correct, I even tried typing the settings very slow, in case I had a typo and didn't notice it. 

I went to the Windows 10 phone, which receives the error connecting to the server (error code 0x80072af9) It is set up exactly like the Windows 8.1 phone, it does get new mail, even though it shows that error.  

Both computers (Windows 10 and Windows 8.1) have the same settings as the phones, but it receives no errors for that account.

Are your email accounts configured to use 2-step Authentication by any chance?

Yes, Authentication method is Normal Password, but there isn't an option for that, setting up the account. That is besides uses SSL for both incoming and outgoing.

Not clear on your answer to my question as in "Yes 2-step is being used" or "No 2-step is not being used". Don't know what "Yes, Authentication method is Normal Password" means.

If your answer is "Yes - 2-step is being used" then you need to use an App Password

As for SSL etc - what type (POP, IMAP, EAS (Exchange ActiveSync) etc) of email account are you trying to configure. Ignoring the 2-step authentication question - not sure what your issue would be regarding "That is besides uses SSL for both incoming and outgoing" - all my POP/Imap accounts use SSL and work without issue.

In short - you really need to be really clear as to what your settinss "should be" using the info from your provider baedon the "type" of account you are trying to configure - something is really not clear in the problem description. For point of interest - if you use "auto-discover" for your accounts - OL'2013 defaults to EAS for Outlook.com and IMAP for anything else if it's supported by your ESP.

The setup shows  Security Settings:  Connection Security SSL/TLS  , Authentication Method is set to Normal Password.  There are other options to choose in the Authentication method, but Normal Password works. Port for incoming is 993 and port for outgoing is 465.  I'm getting this information from FossaMail settings, since it's  available on this computer.  On the phones I don't find the option of entering the port number nor to I see SSL/TLS, only

SSL.  Rice uses Imap . All the other accounts work like they should (Gmail and my AT&T).

Basically from what you sent, it's not a 2 step verification.

Going to have to apologize here - was focusing purely on Outlook (desktop client) and not the phones which was clearly stated in the subject line that I didn't pay attention to nor do I have a Win10 phone at the moment to even check anything against.

To that end - don't have an answer other than the same one provided by <Steve Fan> regarding posting the question in the appropriate forum since this forum is solely focused on Outlook (desktop client)

There is NO easy way to ask a question on the other forum.  There are 50 pages of problems, and takes a long period of time to go through each one to find what is close to my problem. If there was a way to either forward or transfer the question to the other forum would be much easier for all.

Not sure what you mean by there is "no easy way to ask a question" - simply click on "participate" at the top of the page followed by "Ask a question".

Not aware of any capability to transfer threads between the <TechNet> and <Answers> forums by the moderators leastwise not that I'm aware of  - it's managed separately (I'm a community moderator in <Answers> and can't move threads to <TechNet>)

I opened another question on the suggested forum, hopefully I'll find an answer or maybe a change will be needed

on Outlook mail so the account can be set up. I imagine others may have a problem setting up the account such

as mine.

 My co-worker came up with the answer, there was something in settings he had me change, which fixed it. This

problem is now closed for me, since it's working now.

 In the Email settings: When asked for user name,  I placed my email address, rather just my name (sheldon).  I guess when in a hurry to set up several devices, including email accounts, the error can happen and one doesn't see it right away.
